“Exports and Imports of Cosmetics and Ingredients”

Hair oil, face wash, Shampoo, Conditioner, Body Spray, Deodorant, Cream, Rose Water, Eau-de- cologne, Beauty and makeup preparation, lipstick, eyeliner, face powder, Nail Polish, Bindi, Kumkum, Hair Gel, Shaving cream, after shave lotion, are some of the most traded products in global market.

Export of Cosmetic products is freely allowed. There are no restrictions in Export Policy in Schedule 2. Expect Agar oil. Cosmetics are exported to over 156 countries. The top countries to export Cosmetics Products from India are USA, UAE, Bangladesh Nepal, Saudi Arabia, Italy, United Kingdom, Poland, Netherlands, and Germany.

Nhava Sheva Sea / Dadri-Cgml / Tughlakabad / Chennai Air Cargo / Delhi Air Cargo are main ports from were exports of Cosmetic product takes place. Shipments will be generally by Sea. Air shipment takes place for small quantity. For the shipment you will require normal documents like Invoice, Packing List, Certificate of Origin, Shipping Bill, Bills of Lading etc. Fumigation certificate, issued by authorized agency will also be required if you are using wood for the purpose of packing.

To identify your overseas buyer, we suggest you to have personal visit into select market / country and meet the buyer. You can explain about your USP to the overseas buyer, during the personal visit. You can also participate in International Exhibitions related to your product.

You should be conscious about the quality of the goods, which you have promised to your overseas buyer at the time of taking the order. Packing of the goods should be of International standard.

Risk Coverage:

In case, you are required to offer credit terms to your buyer then check the coverage by ECGC for your product and other terms and condition of ECGC, along with premium. It is advisable to discuss with your banker about the financial assistance against export. In export costing, of freight will be important component. Duty drawback: against export of cosmetic products are 0.15% / 1.3% / 1.5% / 3.9%. RoDTEP: against export of cosmetic products are 0.8%.

Soaps are used by the large population. Detergent products are mainly used by the textile industry. With the help of social media the awareness about Beauty is well spared. Herbal Products are demanded more. Fashion consciousness is well spread among young generation. In cosmetics manufacturing sector there are organized as well as unorganized units. There are 4 International Terms of Payment: Advance Payment /DP/DA/LC. Last year the major problem in export was higher Sea Freight and non-availability of Containers. The trend is from chemical to chemical free. Export is exciting. Advance Authorisation, Export promotion Capital Goods are schemes available under Foreign Trade Policy. Interest Equalization scheme – Extended up to 31st March, 2024 – Revised Rate 3% for MSME Manufacturer and 2% for other manufactures and merchant exporters, 2% for 410 items. Circular No. RBI 180 dated 08.03.2021.

Import:

China makes goods cheaper than many other countries. Large Scale Production. Labour efficiency. Strong Business Eco System. Most of the products are freely importable into India. The present Import duty is 20% + 2% +18%. For the purpose of Custom valuation, CIF value in INR will be considered. Registration from the appropriate authority, if essential, will required at the time of import clearance. Many cosmetics goods of renowned brands are being imported regularly.

Agar Oil under 33013010 is restricted item for import into India. Ingredients of cosmetics products are being Imported into India and exported from India, from time to time. Essential oil, Extract, Grass, Perfumery Compound, Chemicals, herbs flower, Clove, Corianders, Seeds Ginger, Turmeric, Camphor, Hair dyes are few of them.
